[Bug 1867345] [NEW] Do not ship "Extensions" application with gnome-shell

Consider not shipping the "Extensions" application with gnome-shell in
Ubuntu 20.04. This application is intended to be a standalone
application and is not much useful in Ubuntu at the moment since new
extensions can't be installed (because of
