change-override now checks for subscribed teams when promoting

Hey there,

Just as a FYI the MIR process has been updated to not require having an
owning team to be subscribed before the review starts but rather before
the promotion.

To ensure that we don't forget to subscribe a team before promoting a
source change-override will now prompt for confirmation if you try to
promote a source which doesn't have a 'known teams' (defined in
lputils.py) subscribed.

Please update your ubuntu-archive-tools checkout
