The ruby based command line tools for interacting with openshift have
been deprecated to the point that the upstream project has been archived
on github:

  https://github.com/openshift/rhc

The replacement is

  https://github.com/openshift/oc/

which alas does not appear to be packaged in ubuntu/debian.

rhc does not have any reverse dependencies in Ubuntu.

In debian, it has been removed from testing, due to:
