[Bug 1986395] [NEW] RM: bind9-libs, compat libs only used by isc-dhcp which now bundles its own

Merging the latest Debian version of isc-dhcp into kinetic, the package
is no longer building against external copies of the bind libraries from
the bind9-libs package.  This is the only remaining reverse-dependency
of bind9-libs, so we should simply drop these libraries from kinetic
once isc-dhcp has migrated.
