I believe this traces back to open-vm-tools 2:11.1.0-2~ubuntu20.04.1
which introduced a new open-vm-tools-sdmp package, and an archive admin
(in this case, Seb) put that package to universe as part of accepting
the new package; and inadvertently ran a queue override command that
moved all the related binaries to universe.
Moving open-vm-tools{,-dev,-desktop} back to main.

open-vm-tools 2:11.3.0-2ubuntu0~ubuntu20.04.2 in focal arm64: universe/admin/extra/100% -> main
open-vm-tools-desktop 2:11.3.0-2ubuntu0~ubuntu20.04.2 in focal amd64: universe/admin/extra/100% -> main
open-vm-tools-desktop 2:11.3.0-2ubuntu0~ubuntu20.04.2 in focal arm64: universe/admin/extra/100% -> main
open-vm-tools-dev 2:11.3.0-2ubuntu0~ubuntu20.04.2 in focal amd64: universe/devel/extra/100% -> main
open-vm-tools-dev 2:11.3.0-2ubuntu0~ubuntu20.04.2 in focal arm64: universe/devel/extra/100% -> main
6 publications overridden.
