[Bug 1964407] Re: Please remove rutilt from Ubuntu

FTR the package we had in Ubuntu was never related to the Debian
packaging, so I don't class the Debian removal as relevant rationale
here (and that's why it wasn't removed via process-removals); but as an
unmaintained Ubuntu-specific package that's not being maintained, it's
also fine to remove it.

Removing packages from jammy:
	rutilt 0.18-0ubuntu7 in jammy
		rutilt 0.18-0ubuntu7 in jammy amd64
		rutilt 0.18-0ubuntu7 in jammy arm64
		rutilt 0.18-0ubuntu7 in jammy armhf
		rutilt 0.18-0ubuntu7 in jammy ppc64el
		rutilt 0.18-0ubuntu7 in jammy riscv64
		rutilt 0.18-0ubuntu7 in jammy s390x
Comment: Ubuntu-specific, unmaintained for a decade, FTBFS; LP: #1964407
1 package successfully removed.
