Public bug reported:

Please merge swtpm from Debian. It looks like swtpm was independently
packaged in Debian and in Ubuntu around the same time.

Work is needed to reconcile the differences.

  * New upstream version 0.7.1
  * Fix a security issue, CVE-2022-23645
  * debian/control: Change Standards-Version to 4.6.0
