Corrected the bug description; it's been removed from Debian testing, it
has not been removed from Debian. (it's still in unstable.)
As for adding force-bad hints, we should not, in general, reduce test
coverage for the archive by doing this. If Debian has removed the
package from testing as unreleasable, it is reasonable for us to do the
same. This does not block someone from fixing the package and
reintroducing it to Ubuntu in advance of a Debian fix, but from an
archive admin perspective, removal of the existing package is
reasonable.
