[Bug 2004155] [NEW] pairtools: Please RM s390x binaries from lunar

Pairtools started to build-depend on python3-pysam which is no longer
available on s390x.  Please remove the s390x binary packages of
pairtools from lunar, these are:

python3-pairtools
python3-pairtools-examples

python3-pairs tools only has a rever-recommends.
