[Bug 2004415] [NEW] Please RM nipype and heudiconf from lunar

You have been subscribed to a public bug by Graham Inggs (ginggs):

nipype has not been in Debian testing since 2022-07-24.
There have been recent uploads of nipype, dipy and nibabel.
The upload of nipype seems to break with dipy and nibabel.  For some reason, nipype migrated first of the three in Ubuntu, but in Debian, dipy and nibabel are migrating and nipype is correctly being blocked by autopkgtest regressions.

Please remove nipype and its reverse-dependency heudiconf from lunar.  I
expect this will be only temporarily, and fixes will come from Debian
soon.
