[Bug 2024934] [NEW] eccodes: 2.30.2-2 FTBFS on armhf and s390x

The package at version 2.30.2-2 (and some before) FTBFS on s390x. It
also fails to build on debian.

There('s no public bug tracker for the project and I couldn't understand
the intent behind the commit that likely causes this issue.

The debian maintainer is visibly working on it however and I believe we
can wait at least a couple weeks to see if he has something ready or if
he needs help.
