[Bug 2038384] [NEW] Please remove rust-sequoia-net from ppc64el & s390x

Please remove rust-sequoia-net source and binaries on ppc64el and s390x
because it now Build-Depends on rust-trust-dns-client

which Build-Depends on rust-trust-dns-proto which Build-Depends on rust-
ring which has never been built on those architectures in Debian or
Ubuntu.

This will allow the current version of rust-sequoia-net to migrate out
of mantic-proposed.

Also requested in Debian but Debian removal processing is a bit
backlogged.

Please process the rust-sequoia-sq removal (LP: #2036122) since rust-
sequoia-sq build-depends on rust-sequoia-net. There are no other reverse
depends.
