Please remove rust-tungstenite binaries on ppc64el and s390x because it
Build-Depends (and Depends) on rust-rustls

rust-rustls Depends on rust-ring which has never been built on those
architectures.

This issue is blocking the migration of rust-tungstenite to mantic.

rust-tungstenite is a fairly new package and has no reverse dependencies
yet.
