[Bug 2077308] [NEW] python-anndata: Please RM from Oracular

Please remove python-anndata from Oracular. It is not compatible with
scipy 1.13 and was removed from Debian testing on 2024-02-18. Its
autopkgtest regression currently blocks migration of scipy 1.13.1-3.
