[Bug 2052573] [NEW] Do not support ruby 3.2

Public bug reported:

ruby-ldap/0.9.20-2build6 FTBFS against ruby 3.2. The upstream project is
inactive, with the last commit made 6 years ago:

https://github.com/bearded/ruby-ldap/commits/master/

It is a compilation issue in a source code unmaintained by upstream, and
the package has no reverse dependencies:

$ reverse-depends src:ruby-ldap
No reverse dependencies found
$ reverse-depends src:ruby-ldap -a source
No reverse dependencies found

Due to that, I think we should remove src:ruby-ldap and its binary from
Noble to unblock the ruby 3.2 transition.
