[Bug 2054307] [NEW] Drop packages searx and searx-admin from noble

According to https://github.com/searx/searx package searx is no longer
maintained. searc-admin is a web based management interface for searx
which cannot be used without searx.

The package searx is blocking the migration of flask-babel (2.0.0-3 to
4.0.0-1) due to the usage of an outdated API.

$ reverse-depends src:searx -a source
