Sorry, I was first distracting myself running the test against noble
which showed rev-deps (rust style build deps)

./checkrdepends --no-ports --include-provides --suite noble --archive-base 'http://archive.ubuntu.com/ubuntu' rust-skeptic
-- noble/universe build deps on librust-skeptic-0.13+default-dev:
rust-pyo3-file librust-skeptic-0.13+default-dev

librust-pyo3-file-dev librust-skeptic-0.13+default-dev

But you are right, against plucky even the provides and build-deps are
safe (returns none)

The argument in Debian is sound, unless maintained or needed (or better
both) this shouldn't be in the archive.

./remove-package -m "LP: #2104538, ROM; inactive upstream, no more rdeps" -s plucky rust-skeptic
