I'm not necessarily proposing a removal from existing Ubuntu stable
releases, although I believe there is a stronger security argument to do
that for wordpress than perhaps any other package. What I want first is
for wordpress to be removed from inclusion in future Ubuntu releases.

I recommend adding wordpress to the sync blocklist when removing it from
resolute.
