I appreciate it, Sebastien! That will help get this closed out, but it
looks like I was mistaken in thinking that spfft 1.1.1-4ubuntu1 would
allow spfft 1.1.1-4 to be cleaned up automatically. It seems the updated
spfft cannot migrate because it depends on the updated rocfft and hipfft
(on amd64 and arm64), and the updated rocfft and hipfft packages (on
amd64 and arm64) cannot migrate because they don't have ppc64el
binaries.

The spfft upload was necessary to prevent breakage after the removal,
but I guess it didn't prevent having to remove all the binaries listed
in the bug description.
