[Bug 2135273] [NEW] Remove magpie from Ubuntu

magpie is no longer used as of budgie-desktop 10.10. Please remove it
from resolute.

It has an Ubuntu diff so it wouldn't be automatically removed when it's
eventually removed from Debian.

This removal needs approval from fossfreedom.
