[Bug 2115526] [NEW] Please remove s390x binaries from questing-proposed

Following the removal of python-mapnik from s390x, nik4 is FTBFS on
s390x due to missing dependencies. In absence of a fix allowing python-
mapnik back into the archive for s390x, nik4 should also be removed from
s390x.
