[Bug 2103359] [NEW] Remove linphone-desktop from plucky

Please remove linphone-desktop from plucky & plucky-proposed. It fails
to build and is blocking completion of multiple transitions. It has been
removed from Debian Testing becuase of this issue.

It can be auto-synced once it is fixed in Debian.
