Please remove mp4h from s390x. The build isn't failing in Debian but it
is failing in Ubuntu.

If mp4h is removed from s390x, the new version that doesn't use pcre3
can migrate, getting us closer to removing pcre3 from Ubuntu (as was
already done in Debian).

mp4h has only one reverse dependency in Ubuntu: wml which is an
Architecture: all package.
