[Bug 2103795] [NEW] Please remove version 0.11.9-1ubuntu1 from -proposed

Hello there,
I would like to ask for the removal of pcs 0.11.9-1ubuntu1 from -proposed, for the following reasons:

- this version depends on ruby-rack version 3 to work, and ruby-rack is
still 2.2.7 in the archive. ruby-rack will be merged (and updated to
v3.x.x) in the next cycle, due to current problems with dependencies.

- pcs version 0.11.9-1ubuntu1 will most probably never migrate anyway,
as debian has a hier version in sid - which will be the one to be merged
next cycle.

- this is causing a dependency mismatch on -proposed, due to ruby-json
not being on main. This is also a problem we want to solve next cycle.
