[Bug 2132403] [NEW] Sync greybird-gtk-theme 3.23.4-1 (universe) from Debian unstable (main)

I'm filing this bug so that a Xubuntu developer explicitly acknowledges the removal of the gtk2 theme.
The gtk2 theme was also removed from numix-gtk-theme.

Explanation of the Ubuntu delta and why it can be dropped:
  * debian/patches/fix-xfdesktop-419-icon-backdrop.diff:
    - Fix the icon backdrop with xfdesktop4 >= 4.19

This fix was included in the upstream 3.23.4
