[Bug 2130342] [NEW] removal of the llvm-toolchain-snapshot package

You have been subscribed to a public bug by Matthias Klose (doko):

starting with 21/22, the different LLVM versions have some common
library packages, so we cannot keep the snapshot package anymore in the
proposed pocket.

Removing it add adding it to the blocklist.

Snapshot builds can now be found at
