[Bug 2123864] [NEW] Remove package from 25.10

rustc-1.82 was used to bootstrap the subsequent Rust toolchain and is no
longer required to build any other packages:

$ checkrdepends --no-ports --include-provides --suite questing --archive-base 'http://archive.ubuntu.com/ubuntu' rustc-1.82
-- questing/universe build deps on cargo-1.82:
rustc-1.83 cargo-1.82|cargo-1.83
-- questing/universe build deps on rustc-1.82:

I have also reached out to the Kernel team and confirmed that they are
only using the Rust version in rust-defaults (rustc-1.85).

Therefore, rustc-1.82 can be removed before the 25.10 release.
