[Bug 2125242] [NEW] Remove rust-tiny-dfr on ppc64el riscv64 s390x

Public bug reported:

rust-tiny-dfr is intentionally only buildable on amd64 and arm64 because
it is believed to be hardware-specific and not work on other platforms.
Please remove it from ppc64el riscv64 s390x

  * Stop overriding d/control
