that specific `git-merge-changelog` seems to related to specifically
`gnulib` or upstream GNU tool development. It doesn't seem to be related
to debian changelogs or even a process used within Debian for GNU
upstream tools. it has no reverse dependencies.
the fallout on our side would be if a GNU developer was expecting `git-
merge-changelog` for GNU work to be available in $DISTRO, and it wasn't.
using the upstream tooling is a workaround (and I assume likely the
default). maybe it's also used in context for Emacs upstream
development?
In either situation, missing the package in Ubuntu is rectifiable by
using the upstream GNU version to deal with the issue. Within Ubuntu,
this is not used to deal with changelogs.
