Inkscape is the most mature open-source vector graphics application, I
think. Sodipodi is history.
For bitmap editing, there's GIMP. Or Krita, perhaps

Nowadays, it's common to create icons solely with Inkscape and to avoid
additional bitmap editing.

Well, there's no Kubuntu presence on this list, it seems. You should
contact the people behind Kubuntu by their own means, if that's your
area of interest.
