[ubuntu-art] Note on wiki attachments

This is something I shoulda mentioned a while ago but just kinda went
with. There's a cleaner way to attach images.

Using the Breathe pages as a example, we currently do this:

||accessories-dictionary||{{https://wiki.ubuntu.com/Artwork/BreatheIconSet/Submissions?action=AttachFile&do=get&target=accessories-dictionary2.png}}[[https://wiki.ubuntu.com/Artwork/BreatheIconSet/Submissions?action=AttachFile&do=get&target=accessories-dictionary2.svg|SVG]]||SebastianPorta||
||

When we could do:

||accessories-dictionary||{{attachment:accessories-dictionary2.png}}[[attachment:accessories-dictionary2.svg|SVG]]||SebastianPorta||
||

The 2nd is much cleaner and protects against any system changes to
MoinMoin that might break the links. It even warns you of this. :P I'll
go through the Breath page today and change it over but just note this
for the future on whatever pages you are working on.
