URGENT HELP NEEDED!!! Internet and email on Ubuntu.

Synaptic is a graphical frontend to apt.  They both effectively do the
same thing.  'sudo apt-get install bpalogin' will require downloading
which is a slight problem if your Internet isn't working properly.

You can probably download it in Windows and transfer it to Ubuntu
somehow.  Here's the package

Just get it from one of those mirrors and you should be able to just
double click on it an install it through Ubuntu. (Just hope there aren't
any dependencies).
