Documenting the register as an Ubuntu Member process

The beauty of a Wiki is that this can be sorted out later, or even
split into different sections if required. If it were me, I would put
together a page like "AustraliaTeam/RegisteringAsAUbuntuUser" and just
put everything in there.

If it wasn't obvious to you, then it won't be obvious to others, and
it may be something that we should 'push up the tree'.
