Of course you can say that you do not want Vista, plenty of computers are
sold with XP in lieu of Vista (Dell for example). The last computer I had
built came specified by me as "No Operating system to be installed or
supplied". And, yes it was cheaper - no point paying for something you do
not want.
It is your money that dictates what you will purchase and from whom. Just
stick to your guns. If one supplier will not accommodate your wishes, go
elsewhere until you get what you want.
Alternatively you can try to recover your cost of Vista from Microsoft but I
do earnestly think that the battle begins with the retailer who is trying to
sell a product that does not meet your requirements.
