I use apt-cacher-ng so this might be wrong but did use approx for a
day so try this
in the approx.conf
ubuntu http://mirror.gamearena.com.au/ubuntu
ubuntu-multiverse http://mirror.pacific.net.au/ubuntu

and as a sources.list

deb http://<hostname>:9999/ubuntu gutsy main restricted universe
deb http://<hostname>:9999/ubuntu-multiverse gutsy multiverse

deb http://<hostname>:9999/ubuntu gutsy-updates main restricted universe
deb http://<hostname>:9999/ubuntu-multiverse gutsy-updates multiverse

deb http://<hostname>:9999/ubuntu gutsy-security main restricted universe
deb http://<hostname>:9999/ubuntu-multiverse gutsy-security multiverse

#deb http://<hostname>:9999/ubuntu gutsy-backports main restricted universe
#deb http://<hostname>:9999/ubuntu-multiverse gutsy-backports multiverse

(uncomment that if you want the backports) and replace <hostname> with
the hostname or ip of the computers that is running approx
