For an office setup, I use shorewall for the firewalling (uses iptables)
and Squid as the web proxy. Have to admit I haven't setup any content
filtering but there are quite a few to choose from eg dansguardian and
others.
I usually do all this via CLI because it's the best way for remote
administration. Many of these apps don't have GUIs.
