I would also recommend iiNet for similar reasons.
They have both the ABC mirror as well as several linux distro repo
mirrors which are in a 'free zone' which doesn't contribute to the
download cap.

I am on a 'Naked' plan which counts uploads as well but is balanced
against included national fixed-line calls (voip) and no line rental.

$30 line rental + $20 telstra budged plan + internet cost vs.
internet, free national calls, decent mobile rates and voip
international rates...
If you're into PVP and don't leech then it would effectively cut your
quota in half, but even then it still seems... reasonable.
If it suits your usage then the naked idea is very appealing...
