I know I am replying to myself, but I thought it was worth posting.

I would suggest that the following forums be created:

* Announcements - read only ubuntu-announce

* Support - 2 way link ubuntu-users 

* Kubuntu Support - 2 way link to kubuntu-users

* Australian Loco - this list

* The verandah - off topic stuff which complies with the CoC (no email) 

Anything else I have missed from https://lists.ubuntu.com that others
think could be useful.  

I would strongly recommend _against_ adding any development related
lists to the forum, developers know how to use mailing lists and
shouldn't have to deal with irrelevant messages generated by a forum.
