Hi Dave,
Do you have any incoming or outgoing message filters enabled in
evolution? I was experiencing this same issue a couple of months ago &
it was due to a bug (I can't find the bug report right now) in the
message filters.

Disabling message filters resolved this issue for me. Perhaps it will
help with your issue.
