The local team section is ready on the new discourse.ubuntu.com:

If you don't know what I am talking about here's the context from when

Now that we have the URL in place we can start making sections for
teams that want them. The first three teams (Vancouver, Michigan, and
Greece) are already in place so if you want your team to have an area
please post in the loco team section and we can get started, thanks!
