Backports: mono bootstrap

Hi infinity,

mono depends on cli-common and cli-common depends on mono

So, first of all, we build a mono package which doesnt have a B-D on
cli-common and has the dh_*cli* removed from the rules (debdiff:
http://dev.kubuntu.org.uk/~mez/mono/bootstrap/bootstrap-mono.diff )

This then means that the cli-common from breezy will build and install
... so it's simply the change to the version, upload and build.

Then, go back and get the breezy source for mono, and build that again
(the one with the B-D on cli-common and dh_*cli*) and then that builds
and installs... pretty simple really.
