It looks like this package has been updated to follow new (Debian) python policy and that's why debhelper has been versioned so high.

Dapper doesn't have python-central package either, so this requires
attention of someone who has knowledge how to make these changes for a
distro that can't conform  new python-policy or use existing Dapper
packaging information and only backport changes from Edgy packaging
information..
