[Bug 131773] Please backport python-qt4 4.3 for feisty

Public bug reported:

Qt 4.3 is already available in the feisty backports. You could not use
Qt 4.3 from the backports together with python-qt4 4.1 from feisty
(writing a new qt application). So python-qt4 4.3 is needed. python-qt4
is heavily used in kubuntu.
