[Bug 80609] Port apache2 2.2.3 from feisty back to dapper

Please could you port Apache2 2.2.3 back from feisty to dapper?  I'd
really like access to mod_proxy_balancer...  I'm currently attempting
the backport myself with prevu, but I haven't tried using it before and
wouldn't mind somebody a little more familiar with the process producing
a good quality package.
