Updating core libs would fall under stable release updates. Update for
such a core package to support functionality in Dapper is very unlikely.
LTS means that the packages in Dapper will be updated for secuity
issues, It doesnt meant hat dapper will have the latest and greatest
packages, that would be more of a debian sid or testing versions and
they are not stable were as dapper is stable.
