[Bug 121137] Please backport sitecopy fix from Gutsy

Regarding this bug report for Feisty (sitecopy not reading .sitecopyrc
properly), which has been closed as fixed in Gutsy:

Putting this fix in Feisty as well would make sitecopy a lot more
useful.  It is pretty severely broken as it stands.
