[Bug 90574] Please backport freeradius

There is a bashism in the init.d script for the freeradius version
currently in edgy.  Since /bin/sh links to dash in edgy, freeradius will
completely fail to start.  In fact, it's not even possible to purge the
package, because the pre-removal script tries to stop the service, which
fails.  Since this package is unusable without a fixed init.d script, I
think it warrants a backport?
