[Bug 140628] Please backport 'Moodle 1.8.2+' or 1.9

Public bug reported:

Moodle 1.6.3 is now available for Fiesty (I have it running, runs
smoothly), but since than there were several Module upgrades and some
major flexibility and stability improvements in 1.7 and 1.8. 1.9 is in
Beta version at the moment and it's final is promised to be issued in
the following weeks. I don't know the way of upgrading from a backported
version using a normal release, I guess this my cause headache to
others, too. I think many would be interested in this upgrade.
