well as some bug fixes.

Upstream CHANGES:

libtheora 1.0beta3 (2008 April 16)

This is a change of behaviour from 1.0beta1.

   presentation interval.
 - Use a custom copy of the libogg bitpacker in the decoder
   to avoid function call overhead.
 - MMX code improved and ported to MSVC.
 - Fix a problem with the MMX code on SELinux
 - Fix a problem with decoder quantizer initialization.
 - Fix a page queue problem with png2theora.
