This bug is specific to Intrepid for which gimp is already in version
2.6.x. This backport to intrepid is simply a bug fix release.

On the other hand, backporting 2.6.4 to hardy requires backporting
several libraries, with added complexity, see:

https://bugs.launchpad.net/hardy-backports/+bug/279115

Thus I would recommend redirecting the work and discussion towards
backporting 2.6.x to hardy to that to bug #279115.
